Should I confess my feelings and how?

There is this girl ive liked for about two years now. I did ask her out once but she was dating someone at the time so she let me down easy but they broke up like 7 months later so i started texting her and we talked all the time so iwas planing on asking her out but someone else did first. But about a month and a half ago she went to the hospital because of a depression and was released last week and her boyfriend broke up with her a couple of weeks ago so ive been texting her and when ever she said she was feeling bad or said she looked ugly I would tell her she is an amazing beautiful and wonderful girl you know trying to be supportive to show her i wouldn't leave her like her ex . I want to tell her i really like her and want to go on a date. Should i text her ,tell her in person and how should i say it. I just feel that i need to act fast i dont want to miss my chance again it just seems overwhelming not to tell her I really like her and i think I love her.
