Pakistan: A failed State or a Clever Gambler?

The fact that Pakistan plays this double game with the Americans, saying it opposes terrorism but also making concessions to the Taliban shows to me that it's a failed State. Rather than assert control it appeases threats and this strengthens it's enemies. In the long term it will regret it's appeasement because the Americans will eventually give up on Pakistan and focus support on it's rival India instead.
