In the Philippines, does a referral agreement need to be notarized by a lawyer?

In our business, we are planning to have a membership system where our members can earn referral fees when they refer someone to our business. I heard the referral agreement for each member needs to be notarized by a lawyer(and lawyers will charge for this). Is that correct?
