How to find a personal buyer of settlements not a company.?

i know that there are people out there that by these things as i see the ads on tv for it, usually on sunday. it's an ad to join some kind of organization that lists names of individuals that purchase bad debts. unfortunately i cannot remember the name of the organization on tv. .. just know they exist. they could be called factoring companies if that helps
